It's my fav char, undina, the water spirit. I used to use her another image as my avatar at huge number of forums.

I see that it's lovingly pixeled from top to bottom. That's a pretty nifty hair-style going here as well. Though I guess if you're a water spirit you sort of have the advantage of going over the top without raising a few eyebrows, eh? And I'm a fan of the 1-px white border around the character. I'm a sucker for that, for some reason.
